You are the legal foundation of a multi-state carrier: the CPUC, the Washington UTC, the FCC, and every state we enter next. You build the regulatory and corporate framework from the foundation up.
You own legal and regulatory strategy end to end, from carrier authority and tariffs through corporate structure, the CWA High Road Agreement, and the documents behind a multi-state debt program.
What you'll do:
- Lead state utility-commission filings and proceedings (CPUC, Washington UTC, and new states).
- Manage FCC compliance: Section 214 authority, CPNI, numbering, and reporting.
- Own tariffs, E911 legal obligations, and number-administration matters.
- Build and maintain the multi-state corporate structure and governance.
- Negotiate and paper vendor-finance, wholesale, and labor agreements.
- Manage outside counsel and set regulatory strategy with the CEO.
What we're looking for:
- JD and active bar membership. California and/or Washington admission a strong plus.
- 8+ years in telecom regulatory and transactional law.
- Direct CPUC and/or Washington UTC experience.
- Deep knowledge of CLEC regulatory obligations: Section 214, ETC, tariffs, numbering, E911, CPNI.
- Comfortable as founding in-house counsel, building the function from zero.
- You want to stand up a carrier's legal backbone from scratch.
